E1 Status of the Competition Commission
E1.1 The Competition Commission is a standing commission of IWBF.
E2 Duties and Responsibilities of the Competition Commission:
E2.1 The Competition Commission shall:
E2.1.1 Oversee the conduct of the main official tournaments of IWBF.
E2.1.2 Request the Secretary General to issue the call for bids for all main official competitions of IWBF, except those competitions that come under the jurisdiction of the Zones of IWBF.
E2.1.3 Receive the bids and oversee the bidding process.
E2.1.4 Advise the Technical Delegate of the system of competition for the Paralympic wheelchair basketball competitions for men and women and consult with the Technical Delegate on the final competition schedule.
E2.1.5 Draft the system of competition for all World Championships of IWBF and approve the final competition schedule.
E2.1.6 Draw up the world calendar for IWBF competitions.
E2.1.7 Study the problems specific to competition for women’s wheelchair basketball and wheelchair basketball for juniors and youth.
E2.1.8 Study the need for new IWBF competitions and present them for consideration by the Executive Council.
E2.1.9 Advise the Secretary General on the assignment of commissioners at the main official tournaments of IWBF.
E2.1.10 Request from the appropriate commissions the appointment of the referees and classifiers for the main official competitions of IWBF as provided for in these regulations, except those competitions that come under the jurisdiction of the Zones of IWBF.
E2.1.11 Draft the text of the Regulations governing the Competitions of IWBF.
E2.1.12 Draft the amendments to these regulations and give the official interpretation of these regulations.
E2.1.13 Serve as the competent authority on all matters dealing with the competitions of IWBF.
E2.1.14 Ensure the proper training of the international commissioners, including the preparation and conduct of clinics. Conduct a system of evaluating and testing candidates for the international certification as a commissioner of IWBF.
E3 Structure
E3.1 The Competition Commission shall be made up of:
E3.1.1 The President elected by the NOWBs at the World Congress.
E3.1.2 3 – 6 additional individuals appointed by the President of the Competition Commission, in consultation with the President and the Secretary General of IWBF, and ratified by the Executive Council.
E3.1.3 The President and the Secretary General of IWBF who are ex officio members of all commissions of IWBF.
E3.1.4 Membership is strictly personal and representation by proxy is not permitted.
E3.1.5 Membership shall expire at the next ordinary session of the World Congress.
E3.2 The Competition Commission of IWBF shall meet whenever necessary, but at least once every two years, at the invitation of the President of the Commission, in consultation with the Secretary General.
E3.3 Members of the Competition Commission who do not take an active part in the work of the Commission may be replaced at the request of the President of the Commission and the approval of the Executive Council.
E3.4 The President of the Competition Commission shall also be an ex officio member of each Zone committee with the same task.
E3.5 The Competition Commission may appoint sub-committees as necessary.
E3.6 The President of the Commission is an ex officio member of all sub•committees of the Commission.
E4 The Competitions of IWBF
E4.1 The main official Competitions of IWBF are:
E4.1.1 The IWBF World Championship for Men;
E4.1.2 The IWBF World Championship for Women;
E4.1.3 The Paralympic Tournaments:
E4.1.4 The IWBF U-23 World Championship for Men;
E4.1.5 The IWBF U-23 World Championship for Women;
E4.1.6 All Zone Championships, including all qualifying games and tournaments for these championships.
E4.2 Other official competitions of IWBF:
E4.2.1 The official cups and tournaments of IWBF.
E4.2.2 The international cups and tournaments sanctioned and officially recognised by IWBF and included in the international calendar.
E5 General Principles
E5.1 Only IWBF is empowered to organise, sanction, and control wheelchair basketball competitions involving teams from several Zones, or to authorise Zone competitions to qualify for world competitions.
E5.2 Each Zone has the authority to organise, sanction and control wheelchair basketball competitions within its geographic area and may determine the process to be followed in allocating an official competition being organised under its patronage, provided that the process is consistent with the general provisions of this regulation. The Zones are authorised also to establish the technical and financial regulations within the general framework of these Internal Regulations.
E5.3 All competitions of IWBF shall be governed by the following provisions of general nature and any specific regulations applicable to the respective competitions.
E5.4 In general, a competition is organised by an NOWB, by a Local Organising Committee recognised by the NOWB where the competition is being held, or by a competent body of IWBF
E5.5 The Executive Council may authorise that IWBF organises a competition in more than one country or under its own auspices.
E5.6 The agreement to organise a competition of IWBF and the agreement to take part in the said competition constitutes a contract between IWBF, the organisers and the participating teams. All parties involved must scrupulously respect this "sports contract". For certain competitions, IWBF may request the signing of a “Contract of Assignment”.
E5.7 This principle applies to all international competitions, even when these are not strictly of an official nature.
E5.8 IWBF will name the basketballs to be used during an event, in principle one year before the event takes place.
E6 Duties of IWBF
E6.1 IWBF must do all in its power to see that a competition organised under its auspices will be staged successfully and that IWBF is represented by competent persons who shall maintain absolute impartiality. IWBF is obliged to assist the organisers by all means at its disposal. IWBF may require reimbursement from the organisers of expenses incurred through providing such assistance.
E6.2 In the event of default of these provisions by the organisers of a competition mentioned in E4.1, IWBF shall withdraw its patronage and the title of the competition involved. It may apply disciplinary and financial sanctions to the organisations at fault.
E6.3 For competitions at the world level, such decisions must be made by the Executive Council and shall have immediate effect.
E6.4 For competitions at the Zone level, such decisions shall be made by the Zone and shall have immediate effect.
E7 Duties of the Organizers
E7.1 The organisers are obliged to respect all applicable provisions of these Internal Regulations.
E7.2 These provisions are valid also for the invited teams for events that are not of an official nature.
E8 Composition of National Delegations
E8.1 For main official competitions of IWBF, a delegation (team) shall be made up of 16 persons, namely:
- Twelve players, and
- Four staff members, which can include one coach, one assistant coach, one sports medicine trainer or doctor and one head of delegation or team manager.
E8.2 Should an NOWB wish to send a more numerous delegation, it must assume all additional expenses. Under these conditions, the delegation may be made up of 20 persons, that is, in addition to those mentioned above:
- Up to 2 additional team support staff.
- The President of the NOWB.
- The Secretary General of the NOWB.
E8.3 The additional team support staff, the Secretary General and the President will stay at the official competition hotel. The President of the NOWB will have a seat in the Tribune of Honour.
E8.4 The Secretary General will have a seat in the Participants’ Tribune.
E8.5 These persons will receive the same accreditation as the members of the delegation and are the responsibility of the organizers.
E8.6 For any other person accompanying the delegation, the NOWB shall assume all additional expenses (including the price of the tickets for the competition) and must ensure hotel rooms are reserved. The organizers shall not be obliged to reserve rooms in the same hotel as the delegation proper or to arrange local transport.
E9 Bidding for the right to conduct an official competition of IWBF
E9.1 IWBF will invite NOWBs to bid for the right to conduct an official competition (with the exception of the Paralympic Games which competition is under the control and jurisdiction of the International Paralympic Committee). It shall:
E9.1.1 Call for bids for the right to conduct a particular competition in terms of this entire Regulation E, in principle five (5) years before that competition, and set a closing date for closure of the bids for that competition, or
E9.1.2 For certain competitions, issue Bidding and Event manuals and circular letters specific to the particular events. If so, the terms of such documents shall prevail over the general provisions of this Regulation E and shall be observed scrupulously.
E9.2 Any bid for the right to organise an official competition must be submitted to IWBF through the NOWB of the candidate, within the time limit set by IWBF. The bid is only valid, if it is accompanied by the bid fee (P4). The bid fee in its entirety is retained by IWBF. IWBF is responsible for the costs of travel to conduct the site visits. The time limit may be modified by IWBF if circumstances render it necessary.
E9.3 Any bid submitted must give a written undertaking to observe all of the requirements of this Regulation E with respect to the particular competition.
E9.4 Any organisation lodging a bid must frame it in such a way that it demonstrates the ability of the bidding organisation to observe the Terms of Engagement set out in E10 below and any other requirements laid down in advance by IWBF, and it must undertake to execute a contract enshrining the Terms of Engagement and any other pre-ordered requirements.
E9.5 A candidature complying fully with the provisions of E9.7 must be received by IWBF by the date stipulated by IWBF as the closing date for bids, and this date shall be at least three (3) months prior to the date of the meeting which is to decide on the organisation which shall be designated as organiser of the competition.
E9.6 A successful bidder which renounces its assignment shall be subject to disciplinary and financial sanctions by IWBF.
E9.7 In addition to a bid complying with the Terms of Engagement as set out in E10, a bid to conduct a particular event must contain:
E9.7.1 Proposed dates and places of the competition;
E9.7.2 Any conditions attached to the filing of the bid by the candidate;
E9.7.3 Financial conditions, including budget for the competition;
E9.7.4 Means of transportation and distances to be travelled within the country;
E9.7.5 Guarantee by national, state/provincial, and/or local government of full support including in the event of a financial shortfall;
E9.7.6 Full details and all guarantees concerning the technical equipment (IWBF approved) and the facilities in the hall where the competition will take place;
E9.7.7 A signed statement acknowledging that IWBF is the owner of all broadcast, marketing, merchandising, and equipment rights in terms of Article I of IWBF’s Internal Regulations and that the division of income from such rights is decided by the Executive Council.
E9.8 IWBF is entitled to request appropriate financial guarantees and/or financial bonds (cash deposits or irrevocable bank guarantees) or an “AA” or “AAA” rated international bank based in Great Britain) from any candidates to ensure the seriousness of the candidature and, once awarded, the proper organisation of the competition and full compliance with IWBF’s regulations and decisions. The appropriate amounts, if any, shall be determined by the Executive Council.
E9.9 Candidatures which do not satisfy the conditions indicated above under E9.8 will be disregarded.
E9.10 IWBF may decide to organise a site visit to all or some of the candidates. The group making a site visit shall comprise at least one person in a wheelchair. The report of the group will be made available to the Executive Council.
E9.11 In principle, the IWBF Executive Council takes a final decision on the bid three years before the event will take place.
E9.12 In principle, all World Championships should take place between June 15th and August 15th.
E10 Terms of Engagement for successful bidder to conduct an official competition of IWBF
Note 1 - Section H and I of these Internal Regulations forms an integral part of the Terms of Engagement and must be read in conjunction with this Section E. In general, all rights in connection with all IWBF World Championships, in particular the broadcasting, marketing, merchandising, and equipment rights are owned by IWBF which shall have the exclusive right and authority to govern and supervise all sporting and financial activities linked to each event.
Note 2 – IWBF reserves the right to modify or expand the Terms of Engagement as set out herein. If it is proposed to do so, IWBF shall provide the details of expanded/modified requirements at least one year ahead of the closing date for bids for the right to conduct an individual Championship.
E10.1 Once the organisation has been assigned, no change to these terms of engagement shall be tolerated for any reason unless otherwise agreed in writing. Should the organisers default on the agreed terms of engagement, IWBF shall have the right to
E10.1.1 Revoke the assignment of the organisation of the competition;
E10.1.2 Impose disciplinary and financial sanctions on the organisers; and/or
E10.1.3 With or without recalling bids, assign the competition to another NOWB which undertakes to respect these terms of engagement.
E10.2 The following minimum undertakings/guarantees must be given clearly by a candidate and become part of these Terms of Engagement for the successful bidder. This list is not exhaustive and all bidders for an individual competition must take account of the provisions of the whole of this Regulation E and also those of Regulation G which form part of the Terms of Engagement, and also any circulars which have been issued in association with a particular event.
E10.3 The NOWB candidate must lodge a declaration from the appropriate level of government in its country stipulating that the level of government welcomes the championship to the country; also that the appropriate level of government provides minimum guarantees from an organisational point of view for the complete success of the championship such as:
E10.3.1 Entry visas and any other travel documents required to guarantee freedom of movement for all participants, representatives of the media, partners, sponsors and suppliers recognised by IWBF, and others, and guarantee that the respective documents will be issued in good time.
E10.3.2 Temporary work permits if required for the players, commissioners, referees, referee supervisors, representatives of the media, partners, sponsors and suppliers recognised by IWBF, and others, and guarantee that these will be issued in good time.
E10.3.3 Temporary free import permits for all material and equipment necessary for the work of all participants, representatives of the media, partners, sponsors and suppliers recognised by IWBF, and others;
E10.3.4 Appropriate security for all participants and officials;
E10.3.5 Local transportation for all participants and officials;
E10.3.6 Any other facilities and services needed to ensure the complete success of the championship.
E10.4 Assurance from the appropriate national authority of clean national broadcast signals for international transmission for all games of the competition, and provision of the necessary equipment including television graphics and commentary position for worldwide broadcast of the competition by television and radio according to the host broadcaster obligations available from the Secretariat of IWBF or from IWBF's television partner. IWBF itself may contract the services of a host broadcaster for certain competitions.
E11 Financial provisions
E11.1 The organisers of an official competition of IWBF are obliged to respect the financial provisions for the competition in question. All moneys owed to IWBF must be paid in full, net of all fees, within the deadlines established by IWBF to IWBF’s bank account – see Note to P.
E11.2 The organisers shall cover:
E11.2.1 All general organising expenses including rental of arenas/halls, taxes, host broadcaster services, provision of statistics and graphics for television, services provided for the press, for the teams, for the IWBF guests and sponsors etc, and all other expenses associated with conducting the event as proscribed in E11.
E11.2.2 Accommodation and air travel expenses for the events as listed below (unless varied by the Bid and Events Manuals), as follows:
E11.2.3 Full board and lodging (accommodation) expenses from forty-eight (48) hours prior to the beginning of the competition until twenty-four (24) hours after the end thereof as per the following schedule:

E11.2.4 The ITO’s shall, in principle, be accommodated in the same hotel as that of the teams, unless otherwise advised by IWBF.
E11.2.5 Board and lodging must be provided under conditions ensuring comfort and modern sanitation. If meals are to be taken in a restaurant separate from the hotel, the distance between the two places must be as short as possible.
E11.2.6 All events-related hotels (official IWBF hotel, team hotels, press hotels, etc.) must be approved by IWBF.
E11.3 The air travel expenses (return trip from the town of residence) for the ITO’s as per economy fare will be the responsibility of IWBF.
E11.4 The air travel expenses (return trip from the town of residence) for the President of IWBF as per business class fare will be the responsibility of the organizer.
E11.5 Reimbursement of these travel expenses must be made in US Dollars or as otherwise agreed between the parties.
Note: Unless stated otherwise in the Bid and/or Event manuals, the participating teams shall cover their own travel expenses to the venue of the Preliminary Round and from the venue of the Final Round.
E11.6 Costs of Internal Transportation.
E11.6.1 The organisers shall arrange for the transportation of IWBF guests, officials and teams to and from the airport and from their hotel quarters to the competition venues. This provision applies to training sessions, and official competitions, and to any event to which the teams and guests and officials may be invited officially.
E11.6.2 Free passage on public transport for players and officials should be obtained by the organisers wherever possible
E11.7 IWBF is responsible for fees and allowances for the ITO’s in accordance with P4.
E11.8 Doping control expenses – refer to K7 and to Annex 2 to K7, and to P (listed therein under K9.1).
E11.9 Costs related to accidents, medical care and equipment, and insurance:
E11.9.1 The organisers are obliged to ensure, at their cost, that medical care is available at the venues (training sites, hotels, sport halls, etc.) for all participants (players, ITO’s and officials) in the event of illness and/or accident during their entire stay for the competition. This includes all accidents which may occur during any local transportation arranged by the organisers.
E11.9.2 All competition venues shall include a first aid room.
E11.9.3 The organisers must carry civil responsibility (third party liability) insurance for all accidents which are the result of poor organisation: faulty fittings, equipment and stands, security within the precincts of the game and, in general, all material organisations for which the organisers are responsible. IWBF shall be a co-insured party to that insurance. IWBF will indicate to the organisers the appropriate amount to be covered.
E11.9.4 The organisers must discuss the appropriate cancellation insurance with IWBF.
E11.10 Costs of tickets, accreditations, and VIP hospitality areas
E11.10.1 The Local Organising Committee must provide to IWBF complimentary tickets in the best seats for all official competitions. One hundred (100) are required for each competition.
E11.10.2 Should IWBF require fewer complimentary tickets, it will either inform the Local Organising Committee of this in advance or return unused tickets in time for them to be on-sold.
E11.10.3 The system of accreditation and the list of those receiving accreditations must be approved by IWBF.
E11.10.4 VIP hospitality area(s) located near to the VIP seats must be organised by the Local Organising Committee.
E11.11 Provision of media facilities
E11.11.1 The organisers shall provide all facilities necessary for the proper functioning of the various media.
E11.11.2 In particular, they shall ensure that: a media working room is provided. This room must be large enough to accommodate all journalists and be equipped with sufficient computers, paper, telephone, fax, modem lines, etc
E11.12 Revenue
The organisers shall keep all revenue/income derived from the sale of tickets, all approved value-in-kind agreements and any contribution received from national, state/provincial, and/or local authorities
E11.13 Responsibilities of IWBF
IWBF shall insure all nominated ITO’s and the official IWBF representatives present at the competition against accidents which may occur during the travel to and from the venue of the competition:
E11.14 Special Provisions
The Terms of Engagement include also any special or amended conditions in terms of E9.7.2 which are accepted by IWBF in awarding the rights to conduct the event, and also any special conditions which are imposed by IWBF.
The catering and minimum required installations for IWBF and its guests must be provided by the Local Organising Committee according to the standards set by IWBF.
E12 Conducting an official competition of IWBF
E12.1 Competence of IWBF bodies IWBF is competent to make any decision and to impose sanctions or levy fines whenever a conflict arises at the time of an international competition, no matter whether the competition is official or not. Any appeal against the decisions of IWBF shall be dealt with in accordance with the Internal Regulations and the General Statutes of IWBF.
E12.2 Organisation
E12.2.1 Rights and duties of the Local Organising Committee
E12.2.2 The Local Organising Committee has the duty to take all measures that it deems necessary for the success of the event. However, such measures shall be subject to approval by the Executive Council of IWBF. Furthermore, the Local Organising Committee must work closely and efficiently with all official bodies of IWBF responsible for the organisation of the event.
E12.2.3 The Local Organising Committee shall ensure that all participating teams are treated in the same way and that all enjoy equal rights. Special requests by any of the participating teams shall be forwarded to IWBF for approval.
E12.2.4 The Local Organising Committee is entitled to rely on the closest co•operation from the official bodies of IWBF and also from the participating teams and their NOWBs.
E13 Technical provisions
E13.1 Technical equipment and playing court
E13.1.1 The main official competitions and other official competitions of IWBF shall be played only in IWBF approved venues and with IWBF/FIBA approved technical equipment.
E13.1.2 All NOWBs which are awarded one of the main official competitions or other official competitions of IWBF must follow strictly the guidelines established in the IWBF Official Wheelchair Basketball Rules, in particular the Appendix “Basketball Equipment”.
E13.1.3 The main official competitions of IWBF shall be held only in halls that meet the minimum requirements for technical equipment as provided for in the Official Wheelchair Basketball Rules, and:

- The halls must be made available to IWBF free from any advertising.
- The floor area, including the playing court, shall measure at least 38 x 22 metres.
- The halls must be air-conditioned unless approval is given by IWBF to the contrary.
- The minimum seating capacity of the halls shall be as follows:
- World Championships for Men: 3500 seats
- World Championships for Women: 1500 seats
- World Championships for Juniors: 1500 seats

E13.1.4 Before each official competition, the technical equipment and the court must all be examined and approved by the appropriate body of IWBF.
E14 Requirements for Referee Supervisors
E14.1 For the effective work of IWBF Referee Supervisors, the organisers are obliged to provide a room for two (2) days (09:00 – 18:00) before the competition begins, and for each day (10:00 – 13:00) during the competition. This room shall be equipped with:
E14.1.1 Two (2) audio-visual equipment, which will allow for the selection and copy of particular scenes from the games,
E14.1.2 A large screen and projector or beamer.
E14.1.3 One (1) tape of all the games of the day shall be at the disposal of the IWBF Referee Supervisor at the latest on the evening of the same day.
E14.1.4 When on duty, a seat opposite the scorekeeper’s table shall be provided for IWBF Referee Supervisor. When off duty a seat on the VIP tribune shall be provided for him.
E15 Requirements for Classifiers
E15.1 The LOC shall be obligated to provide adequate facilities for the classification of players for a period of at least two days prior to the start of the tournament. This involves the use of the training facilities as teams are scheduled to undergo practice, a room for the purpose of medical examination if needed, and an office or working space for the Chairman of the Player Classification Panel (PCP) to conduct the administrative work of the PCP.
E15.2 The appointment of classifiers is governed by Article 6.8. of the Internal Regulations. The number shall be a minimum of four classifiers and a maximum of 6.
E15.3 Classification will take place in one gymnasium on the two days prior to the start of the tournament. The PCP will conduct the classification procedure. The LOC shall arrange training times for the teams.
For this procedure, the teams must be ready to practice on the court at the designated time. Each player shall be presented to the PCP for introduction and administrative verification.
E16 Tournament Technical Committee (TTC)
E16.1 A Tournament Technical Committee (TTC) must be formed at the beginning of each main official competition, cup and tournament of IWBF. It shall consist of three (3) or four (4) persons, namely the President of the IWBF Competitions Commission (or his delegate), the President of the IWBF Technical Commission (or his delegate), a delegate of the organising NOWB and a fourth person approved by the Secretary General of IWBF.
E16.2 If the games are organised in different towns/cities, there shall be an equivalent number of TTCs.
E16.3 The functions of the TTC, which shall terminate with the announcement of the final ranking of the competition, are as follows:
E16.3.1 Supervision and approval of playing facilities and of the technical equipment as provided for in the Basketball Equipment Appendix to the Official Basketball Rules;
E16.3.2 Appointment of commissioners and referees and approval of the personnel at the scorers’ table (timekeeper, scorekeeper and 24-second operator);
E16.3.3 Approval of the final score of each game and the final ranking of the competition;
E16.3.4 Examination and decision on protests in the first instance;
E16.3.5 The imposition of penalties against players, coaches, assistant coaches, team followers, ITO’s and table officials who have violated the spirit and the letter of the Constitution and the Internal Regulations of IWBF or the spirit of 'fair play' that must exist in wheelchair basketball. Penalties that are imposed shall be based upon the reports submitted by the commissioners and referees, as well as on observations by members of the TTC;
E16.3.6 The TTC is also responsible for making rulings concerning any other unsportsmanlike behaviour which may occur immediately before or after the game;
E16.3.7 Supervision of the implementation of the Regulations governing the Use of Advertising.
E17 Jury of appeal
E17.1 A jury of appeal must be formed at the beginning of each competition.
E17.2 The TTC shall nominate the members of the jury of appeal.
E17.3 The jury of appeal shall consist of four (4) appointed members and four (4) substitute members, all of whom are representatives of NOWBs whose teams are participating in the competition
E17.4 The jury shall be presided over by the most senior member of the Executive Council of IWBF present (whether he is connected with a team taking part in the competition or not) unless a president is appointed by a competent body (see Regulations governing Appeals).
E17.5 If no member of the Executive Council is present and there is not a president otherwise appointed, there shall be five (5) appointed members, one of whom shall be elected by his peers to preside over the jury of appeal
E17.6 With tournaments involving a maximum of six (6) teams, the jury of appeal shall be composed of a president with two (2) appointed members and two (2) substitute members.
E17.7 Members of the jury of appeal having a connection with teams involved in the dispute may not sit on the jury and must be replaced by alternate members. The president of the jury of appeal shall be replaced, if necessary, by the person appointed by him with the approval of the TTC which will be responsible for making the formal announcement.
E17.8 The function of the jury of appeal shall be to examine and to decide in the second instance appeals against decisions taken by the TTC concerning the approval of game results and penalties imposed. Its verdict is final and cannot be appealed further.
E18 Procedure to follow in the event of protest
E18.1 If, during a main official competition of IWBF, a team believes its interests have been adversely affected by a decision of an official (referee or umpire(s)) or by any event that took place during a game, it must proceed in the following manner:
E18.1.1 At the end of the game, the captain of the team in question shall, inform the referee immediately that his team is protesting against the result of the game by signing the scoresheet in the space marked "Captain's signature in case of protest".
E18.1.2 In order to make the protest valid, it is necessary for the official representative of the NOWB or the club to give confirmation of this protest in writing within the twenty (20) minutes following the end of the game.
E18.1.3 Detailed explanations are not necessary in the written protest. It is sufficient to write: "The national federation or club X protests against the result of the game between the teams of X and Y". As security, a sum equivalent to the amount stipulated in P4.5 shall be deposited with the representative of IWBF or the TTC.
E18.2 Should a protest be filed by one of the teams, the game commissioner and/or the referee shall, within the hour following the end of the game, report the incident to the representative of IWBF or to the President of the TTC.
E18.3 The national federation of the team or the club of the team in question must submit to the representative of IWBF or to the President of the TTC the text of its protest within the hour that follows the end of the game.
E18.4 If the protest is accepted, the security shall be refunded.
E18.5 Should the national federation or club of the team which made the protest, or the opposing national federation or club, not accept the decision of the TTC, then it may address an appeal to the Jury of Appeal.
E18.6 For an appeal to the Jury of Appeal to be valid it must be made to the President of the TTC within twenty (20) minutes of delivery of the Committee’s decision. As security, a sum equivalent to the amount stipulated in P4.5 shall be deposited with the representative of IWBF or the President of the TTC.
E18.7 If requested, the Jury of Appeal will hear an oral presentation from the party appealing the TTC’s decision. The Jury of Appeal shall judge the appeal in the last instance, and its decision shall be final.
E18.8 Videos, film, pictures or any equipment, visual, electronic, digital, or otherwise, shall not be used to determine or to change the result of a game, despite the fact that the referee is authorised under the Official Wheelchair Basketball Rules to do so to determine the result of a last shot in a game. The use of such equipment by other than the referee is valid only to determine responsibility in matters of discipline or for educational (training) purposes after the game has ended.
E19 Statistics and visual records
E19.1 Organisers shall ensure that:
E19.1.1 Results and statistics are sent in real time to the IWBF website and server.
E19.1.2 If unable to transmit electronically, the organisers must send the following information by fax within one hour of the end of each game to the IWBF Secretariat
- the final score
- the score at the end of each quarter and extra period,
- the number of spectators,information on television broadcast, and
- a copy of the duly completed IWBF Official Statistics Sheet.
E20 Doping control
Doping control tests are to be carried out in accordance with the Regulations governing Doping Control (K) at all main official competitions and, where possible, at all other official competitions.
E21 Ranking of Teams
The ranking of teams shall be made according to the Official Game Procedures as provided in the current Official Wheelchair Basketball Rules.
E22 Draw
E22.1 The date, venue and procedure for the draw shall be decided by IWBF for the competition in question in accordance with the following provisions:
E22.1.1 In principle, the draw cannot take place until seventy-two (72) hours after the closing date for final entries;
E22.1.2 The draw can be held on the occasion of a IWBF event (e.g. official tournament, competition or cup, meeting of a IWBF commission);
E22.1.3 The draw may be held at the IWBF headquarters or at a venue decided by the appropriate body of IWBF;
E22.1.4 The draw may be held in the organising country. In this event, the travel and board and lodging expenses of two (2) IWBF representatives will be the responsibility of the Organising NOWB;
E22.1.5 Where the draw for a World Championship for Men or a World Championship for Women is held in the host country as part of an organised promotion for the respective championship, it is expected that an official representative of each NOWB whose team has qualified for that championship will attend the draw at the NOWB’s own expense.
E22.1.6 In all instances, the parties involved must be advised of the date and the place of the draw at least fifteen (15) days in advance.
E23 Flags
E23.1 During all of the main official competitions, only the flags and anthems of the countries or affiliated NOWBs approved and recognised by IWBF may be used.
E23.2 At the site of the competition and its surroundings, the flag of IWBF and, without exception, the flags of the countries or NOWBs whose teams take part in the competition shall be raised. Correct artwork for IWBF flags or Zone flags is available on the online style guide www.IWBF.org. A quote may be obtained from IWBF for the purchase of IWBF flags, and then a written order placed as required.
E23.3 The Local Organising Committee shall ensure that the flags of the teams taking part in the competition are placed in a manner that will be equal for all. The flags shall be hung in alphabetical order according to the language of the organising country.
E24 Protocol Provisions
E24.1 The following provisions for the main official competitions of IWBF apply also to the other competitions of IWBF.
E24.2 Team delegation tribune
A sufficient number of seats must be reserved in a special tribune for all the official members of the participating teams.
E24.3 Order of precedence – official competitions of IWBF
E24.3.1 The representative of IWBF shall rank immediately after the highest authority of the host country.
E24.3.2 The order of precedence for members of IWBF shall be as follows:
- The President;
- The Secretary General;
- The Vice-President;
- The Treasurer;
- The members of the Executive Council;
- The honorary members;
- The Presidents of the International Commissions;
- The Presidents of the participating NOWBs
E24.4 Order of Precedence – Zone competitions
E24.4.1 At a Zone competition, the order of precedence for members of IWBF shall be as follows:
- IWBF Zone President (or, in his absence, the IWBF Zone Vice-President)
- IWBF President (if present),
- IWBF Zone Secretary General
- IWBF Secretary General
- IWBF Zone Vice-President(s)
- IWBF Zone Executive Council members
- IWBF Executive Council members from other Zones (if present)
- Any other IWBF Zone members according to the IWBF Zone Order of Precedence.
E25 Opening and closing ceremonies
[Note 1 – World Championship for Men: If a new President of IWBF is elected at the IWBF Congress just before or during the World Championship for Men, the Past President shall perform all of the official functions associated with the championship such as the official opening, presentation of the medals to the winners, and closure of the championship.
Note 2 - IWBF reserves the right to make changes to the ceremonies as described below should circumstances so require].
E25.1 Opening ceremony
At all main official competitions of IWBF, an official opening ceremony shall be organised at the beginning of the event in the following sequence:
- The ceremony begins with a short cultural programme of not more than fifteen (15) minutes.The national flag of each participating country, or the flag of its NOWB, is carried on to the court.
- Two (2) short speeches of approximately thirty (30) seconds each, will be made, one on behalf of the organising NOWB and one by the IWBF President or his representative who shall declare the competition open.
- The anthem of the organising country or NOWB only is played.
- The opening ceremony ends with all flag bearers leaving the ceremony.
E25.2 Victory and closing ceremony
The victory ceremony shall be linked with the closing ceremony and shall take place at the site of the competition immediately after the last game in the following sequence:
- As soon as the final game has ended, the teams placed 3rd, 2nd and 1st enter the court.
- In the centre of the court in front of the tribune of honour there are three (3) podiums, each wide enough for eighteen persons in a row. The podium for the team placed first is the highest and positioned in the middle, the podium for the team placed second is lower and positioned to the right of the central podium, and that for the team placed third is the lowest and positioned to the left of the central podium.
- Each team lines up alongside its captain ready to move up onto the podium reserved for it. After the results of the competition are announced, the team placed third mounts the podium reserved for theteam placed third. The representative of IWBF presents a maximum of nineteen (19) medals to the members of the team including coaches. The teams placed second and first are presented with their medals in the same way.
- The captain of the winning team is presented with the trophy. At the victory and closing ceremony, only IWBF's official sponsors’ trophies and prizes approved by IWBF are awarded on the court
- The presentation of the medals and trophy is followed by a maximum of two (2) short speeches, with the IWBF representative speaking last.
- The anthem of the country of the winning team only is played while the flags of the teams placed 1st to 3rd are raised.
- The teams leave the court and the closing ceremony is at an end.
E26 Prizes
E26.1 The organisers shall provide the following prizes:
- Gold medals for the players and coaches of the team placed first.
- Silver medals for the players and coaches of the team placed second.
- Bronze medals for the players and coaches of the team placed third.
- A diploma for each team, with indication of the place won in the final ranking.
- A souvenir plaque or medal for each player, coach, commissioner, referee, referee supervisor, and official.
- A set of the above medals, diplomas, plaques, etc each for IWBF and for the Pedro Ferrándiz Foundation.
E26.2 The organisers may provide additional prizes either for the teams or for the players, but the awarding of these prizes and the award procedure must be approved by the representative of IWBF.
E26.3 Other than what is provided for under E26.1 above, under no circumstances may prizes be awarded to referees.
E26.4 Tournament report
E26.5 Within one hundred and twenty (120) days of the conclusion of a tournament, the organisers shall submit an exclusive report on its organisation to IWBF. The report shall include the financial statements for the tournament and a detailed media impact report in the host country.
E26.6 The conduct of other international games and tournaments
E26.6.1 Participation in other international games and tournaments shall not be subject to the above provisions. The organisers may invite teams from any country, on condition that the invited country is a member NOWB of IWBF and its affiliation is not suspended.
E26.6.2 Teams from a NOWB of IWBF may not participate in any international competition (games or tournaments) in which an entity not affiliated to a member NOWB of IWBF is participating, unless prior approval from both IWBF and the respective NOWB has been obtained.
E26.6.3 International games and tournaments between teams representing NOWBs or clubs must be authorised by the NOWB of the organisers. Furthermore, the respective NOWBs must authorise the participation of their teams in these competitions.
E27 Participating in an Official IWBF Competition
E27.1 Co-operation with the organisers and with IWBF
E27.1.1 Participating teams shall co-operate closely with the organisers and with IWBF in order to assure the technical and financial success of the event. In particular, they shall supply, in advance, the photographs and personal data of the players and all information as required by the organisers and/or IWBF. Any failure may result in a fine.
E27.1.2 Those responsible for teams taking part in an official international competition are required to facilitate the task of the organisers by avoiding unnecessary expenses
E28 Insurance
E28.1 The NOWBs and the clubs whose teams participate in an official competition must insure these teams against:
- Accidents which may occur during travel to and from the country of the competition venue.
- Accidents which may occur to members of their team during the competition and for which the organisers are not responsible.
E29 Qualification
E29.1 Only qualified teams may take part in official international competitions unless the specific regulations of a competition say otherwise. If required, IWBF may invite non-qualified teams to replace qualified teams which have withdrawn from a competition.
E29.2 Only teams of NOWBs that are up-to-date in the payment of their fees, including the current year, may take part in official competitions.
E29.3 Should a team from an associated member country take part in an official competition of IWBF, any outstanding moneys due and owing to IWBF will be deducted from the annual IWBF subsidy to the relevant Zone. (See also D2.3).
E29.4 Should a team from a federation that is not a member of IWBF or whose membership is suspended take part in an official competition, the said competition shall lose its official character automatically and shall no longer be recognised by IWBF unless the Executive Council decides otherwise.
E30 Eligibility of Players
The eligibility of players for national or club teams must conform to the Regulations governing the Eligibility of Players (J1) and the National Status of Players (J2).
E31 Registration
The teams taking part in an official competition of IWBF are obliged to respect the deadlines set for the preliminary and final entries provided for in the regulations applying to the competition. The formal confirmation of participation shall, in any case, be provided before the draw of the competition is held, except for teams yet to be qualified at that time.
E32 Withdrawal From, Or Failure To Appear At, An Official Competition
E32.1 If, after having accepted the invitation to attend, a team should cancel its participation or should fail to appear at the opening of the competition, the Executive Council of IWBF or the appropriate body of IWBF shall have the right to sanction that party which is in breach of its obligations to appear. These penalties may be of a disciplinary and/or financial nature. In particular, IWBF may impose a fine in accordance with E34.
E32.2 Part of the fine may be paid to the organisers as compensation in the event of any financial loss.
E32.3 A national team which has qualified to participate in an official competition of IWBF and which has withdrawn its participation from the said competition for any reason, is banned from taking part in an official or friendly game for:
- thirty (30) days preceding the first day of the official competition for which it was qualified,
- the duration of the competition, and
- for thirty (30) days after the last day of this competition.
E33 Duties of the Participating Teams
E33.1 Teams taking part in an official competition of IWBF must respect the provisions of these Internal Regulations and/or the applicable regulations for each competition. They must be present at the site of the competition in due time and must co-operate at all times with the organisers and representatives of IWBF.
E33.2 A team that has accepted an invitation to take part in an official competition of IWBF shall be obliged to take part.
E33.3 In the event of violation of these provisions, the appropriate body of IWBF shall apply such penalties as are required. Where a club is involved, the decision shall be communicated to the NOWB to which the club belongs.
E33.4 In particular, teams participating in an official competition of IWBF may not under any circumstances:
- Refuse to play a game or leave the playing area before the end of a game;
- Refuse to participate in, or leave before the end of, the opening ceremony and/or the award ceremony and the closing ceremony;
- Behave inappropriately (or make insulting remarks), thus disrupting the smooth running of the competition, official functions or ceremonies.
E34 Sanctions
E34.1 Where there is a violation of the provisions of this Regulation E33, in addition to any provisions set out in the Official Wheelchair Basketball Rules, the appropriate body of IWBF may apply the following additional penalties:
- Immediate disqualification from the current competition and disqualification of the team in question from all IWBF competitions for at least one (1) year, and,
- A fine as stipulated in P2.
- Cases not provided for in these Internal Regulations (such as provocative gestures, not attending the post-game press conference) shall be judged on their own merits.
E35 The Structure and Special Provisions Applicable to the Main Official Competitions of IWBF
Provisions applicable to the Paralympics and World Championships and their Qualification Tournaments:
E35.1 Each IWBF Zone decides on the system of qualification for its countries, provided that, in order to receive an automatic team allocation, or any additional team allocations earned over the one automatically given to each Zone, the Zone must hold a Qualification Tournament involving at least one more team than the total number of team allocations they have.
E35.2 In the event that a Zone does not meet the requirements under E35.1 IWBF has the right to move the team allocation to a different Zone, provided that any team from the affected Zone has the right to compete in the Qualification Tournament of the Zone receiving that allocation.
E35.3 Each Zone is responsible to invite the NOWB’s in their Zone to attend a Qualification Tournament in accordance with the system they have established. In order to participate in an IWBF Zone Qualification Tournament any team that registers must pay a fee to IWBF (P4.2).
E35.3.1 This fee will be returned if the qualification tournament is not held because of insufficient registration, if there are too many teams registered and the team is not invited or if the team is not directly qualified.
E35.3.2 This fee will be retained if the team is accepted to attend a Qualification Tournament or if the team is directly qualified under E35.4.
E35.4 Regarding Teams Directly Qualified:
E35.4.1 The national team of the organising NOWB is directly qualified. However, IWBF may make an exception in the case that the organising NOWB does not have a sufficiently strong team to participate.
E35.4.2 In the event that a Zone does not have sufficient teams to hold a Qualification Tournament but has teams registered equal to or less than the number of team allocations that they have been given, the Zone may apply to IWBF to allow the registered teams to be directly qualified to the tournament in question. The IWBF Executive Council has the final authority to rule on allowing teams to be directly qualified. Teams directly qualified their respective Zones (not necessarily the same teams) under E35.4.2 will be responsible to pay an additional fee to IWBF in recognition of the fact that they did not have the expenses of attending a qualification tournament. (P4.2)
E35.5 Each Zone is entitled to enter one team for these events, provided that the regulation in E29, E31 and E35.2 are met.
E35.6 In the event of a withdrawal by a qualified team, IWBF has the right to invite another team which participated in a qualifying competition while endeavouring to maintain an equitable balance between the Zones.
E36 Paralympic Tournaments for both Men and Women
E36.1 Participation
E36.1.1 Only teams whose NOWBs are members of IWBF and whose National Paralympic Committees are affiliated to the International Paralympic Committee are entitled to participate in the Paralympic Tournaments for Men and Women.
E36.1.2 The International Paralympic Committee has agreed that the Men’s Paralympic Wheelchair Basketball Tournament includes twelve teams and the Women’s Paralympic Wheelchair Basketball Tournament includes ten teams.
E36.1.3 Further to the provisions in E35, the seven best placed teams from the last Men’s World Championship will qualify the same numbers of teams from their respective Zones (not necessarily the same teams).
E36.1.4 Further to the provisions in E35, the five best placed teams from the last Women’s World Championship will qualify the same numbers of teams from
E36.1.5 Consequently, the following teams are entitled to take part in the Paralympic Tournaments in 2008:

E36.1.6 The Zones in question will determine their own qualifying systems.
E37 Registration
The deadline for registration for the Paralympic Tournaments shall be determined by the regulations of the International Paralympic Committee and shall be indicated in the regulations published for each sport.
E38 Financial provisions
E38.1 Participating teams shall cover their expenses according to the regulations established by the International Paralympic Committee.
E38.2 The travel and board and lodging expenses of the ITO’s, shall be covered according to the provisions established by the International Paralympic Committee.
E39 System of competition
E39.1 IWBF will propose a system, based on the principles used for the World Championships, to be agreed with IPC.
E40 IWBF World Championship for Men
E40.1 Duration
E40.1.1 In principle, the IWBF World Championship for Men shall have a minimum duration of 11 days.
E40.2 Participation
E40.2.1 Twelve (12) teams shall participate at an IWBF World Championship for Men.
E40.2.2 Further to the provisions in E35, the seven best placed teams from the last Paralympic Championship will qualify the same numbers of teams from their respective Zones (not necessarily the same teams).
E40.2.3 The qualifying Zone competitions must be completed, at the latest, by the end of the year preceding the beginning of the championship.
E40.3 Registration
E40.3.1 Registration forms for participation in the IWBF World Championship for Men must be sent by the IWBF Secretariat to the qualified teams at least six (6) months prior to the date of the championship.
E40.3.2 The duly completed registration forms along with the registration fee (P4) must be returned so as to reach the IWBF Secretariat no later than four (4) months prior to the date of the championship. In the event that a qualified team fails to meet this deadline, IWBF may revoke this team's right to participate. IWBF may then invite another team which participated in its qualifying Zone competition, but IWBF must endeavour to maintain an equitable balance between the Zones.
E40.3.3 The list of twenty four (24) players’ names on the special form provided by IWBF ("List of Players") must be submitted. Full particulars and all documentation which may be required concerning each player on the list, must reach the IWBF Secretariat no later than two (2) months before the beginning of the championship. Failure to meet this deadline may result in financial penalties (P.2).
E40.4 System of competition

E41.2.3 The qualifying Zone competitions must be completed, at the latest, by the end of the year preceding the beginning of the championship.
E41.3 Registration
E41.3.1 Registration forms for participation in the IWBF World Championship for Women must be sent by the IWBF Secretariat to the qualified teams at least six (6) months prior to the date of the championship.
E41.3.2 The duly completed registration forms along with the registration fee (P4) must be returned so as to reach the IWBF Secretariat no later than four (4) months prior to the date of the championship. E43 IWBF World Championship for Women U-23
The duration, participation, registration and system of competition will be decided by the Executive Council, taking into account the possibilities to grow to a tournament, similar to the World Championship for Men U-23.
E44 International games and tournaments
E44.1 This Regulation E44 applies to all other international games and tournaments not included in E4.1 and E4.2 above but endorsed by IWBF.
E44.2 Organisers of events are encouraged to seek the endorsement of, and work in close co-operation with, IWBF in the organising and running of the wheelchair basketball programme:
E44.3 Where such endorsement and close co-operation is established, the expectation of IWBF is that:
E44.3.1 The wheelchair basketball tournaments will be conducted under the Official Wheelchair Basketball Rules;
E44.3.2 IWBF’s technical requirements will be observed;
E44.3.3 IWBF’s player eligibility rules will apply;
E44.4 IWBF will designate the IWBF active ITO’s at the organisers’ costs;
E44.5 IWBF will be invited to provide a technical delegate at the organisers’ cost to oversee the event; and
E44.6 The organisers will respect other IWBF requirements
E44.7 IWBF may charge a fee for its endorsement.
E45 Regulations Governing Game Commissioners
E45.1 Qualification
General provisions
E45.1.1 Each national federation affiliated to IWBF has the right to propose candidates for the title of “Game Commissioner” from amongst its former IWBF referees and persons active in the organisation of wheelchair basketball.
E45.1.2 In order to obtain the title of game commissioner, the candidates must:
E45.1.3 Be proposed officially by their NOWB.
E45.1.4 Be admitted by the Competitions Commission.
E45.1.5 Participate in a clinic for game commissioner candidates.
E45.1.6 Pass all official tests as established by the IWBF Competitions Commission showing knowledge of the IWBF Official Wheelchair Basketball Rules, the Constitution and the Internal Regulations.
E45.1.7 Demonstrate sufficient language skills in English to be able to communicate effectively with the referees, the table officials and the teams.
E45.1.8 Clinics are organised by the IWBF Competitions Commission with the assistance of the IWBF Secretariat. They may also be organised by a Zone. In this case, the programme and the names of the IWBF Instructors conducting the clinic must be submitted to the IWBF Secretariat for approval.
E45.2 Procedure
E45.2.1 At the clinic for game commissioner candidates, the IWBF Instructors will collect the following documents from each candidate:
E45.2.2 Individual Game Commissioner Information Form,
E45.2.3 one (1) recent colour passport size photo,
E45.2.4 These documents will be sent within ten (10) days after the end of the clinic by the IWBF Instructors (or by the Zone Secretariat), together with the results of the clinic, to the IWBF Secretariat.
E45.2.5 Upon receipt of the complete documentation, the IWBF Secretariat will inform the respective NOWBs (copy to the Zone Secretariat) of the results of the clinic.
E45.2.6 For those who successfully passed the tests, the IWBF Secretary General will issue the IWBF game commissioner license. The IWBF Secretary General will inform the NOWB of the game commissioner.
E45.2.7 An NOWB may have an unlimited number of IWBF game commissioners.
E45.3 License
E45.3.1 The game commissioner license shall remain valid as long as the NOWB supports his name to IWBF.
E45.3.2 In order to retain their IWBF license, each international game commissioner must take part in an official course approved by IWBF that takes place in the four years between the men’s World Championships (for example 2006 – 2010).
E45.3.3 Game commissioners who do not attend an official refresher clinic for game commissioners or do not pass the exams and tests will no longer be considered as active game commissioners.
E45.3.4 The active game commissioner license grants the right of free access to all international basketball competitions with the exception of the Paralympic Tournaments. However, the ticket request - one (1) ticket per IWBF commissioner - must reach IWBF at least three (3) months before the competition.
E45.4 Fees
E45.4.1 There is no fee for a game commissioner.
E45.5 Appointments
Responsibility for appointments
E45.5.1 The number of game commissioners for each competition is determined in art. E11.2.3.
E45.5.2 The President of the Competitions Commission shall advise the Secretary General of the names of the game commissioners for the main official competitions of IWBF, except those competitions that come under the sole jurisdiction of the Zones of IWBF.
E45.5.3 For the Zone competitions for national teams and club teams, the appropriate body of the relevant Zone of IWBF shall appoint the number of game commissioners necessary for the championship from the list of game commissioners of that Zone.
E45.6 Notification of appointment
E45.6.1 The Secretary General if the event is a world championship or Paralympic Games or the Secretary General of the relevant Zone if the event is a qualification tournament or a zonal tournament, shall inform a nominated game commissioner at least five (5) months prior to the start of the tournament with a copy to their NOWB. The commissioner shall confirm their acceptance to the relevant Secretary General within 72 hours of receiving the nomination(s) with a copy to their NOWB. Once the nominations have been finalised, IWBF shall be responsible for informing the game commissioner of the appointment and making all travel arrangements.
E45.6.2 The organizers may communicate with the game commissioner only at the direction of IWBF.
E45.6.3 The Organising Committee of the competition shall provide the game commissioners who are selected with the following:
- Date of arrival,
- Address of the organising committee, telephone no., map, etc.
- Ground transportation,
- Accommodation, meals, transportation to gymnasia, etc.,
- Competition programme,
- Date of departure.
E45.6.4 IWBF is responsible for the travel arrangements for the game commissioners. It will be responsible to communicate this information to the game commissioners and the LOC.
E45.6.5 Once a nominated game commissioner has accepted the appointment, withdrawal from a tournament may result in a penalty being assessed to the individual. Where withdrawal is necessary the nominated commissioner must inform the relevant Secretary General as soon as possible along with the reason for the withdrawal. The Secretary General involved will then determine if a penalty should be assessed and inform the individual of the decision. If a penalty is assessed the individual will have the right to appeal the decision in accordance with the appeal process of IWBF.
E45.7 Game commissioners fees
E45.7.1 IWBF is responsible for the fee paid to the game commissioners.
E45.8 Duties of game commissioners
E45.8.1 The game commissioner shall work at the direction of the TTC or the Technical Delegate which ever one is present. They shall as much as possible ensure the smooth working of the scorers table; assist the classifier at the table as needed and provide the referee with assistance as needed. They shall:
- Be present at the assigned classification practice of each team for the purpose of confirming that all equipment and uniforms comply with the IWBF Rules and the IWBF Regulations on Advertising. At this time they shall provide the team manager with a signed sheet notifying them of any changes that must be made and a time and place when this can be checked to see if it now conforms to the rules and regulations.
- Inform the referees of any rulings made on the legality or otherwise of a player’s chair or equipment during the chair check that have not been resolve.
- Confirm with the referees the hand over of the game responsibility to them when the briefing is completed.
- Be seated at the scorers’ table in accordance with the Rules.
- Instruct the Score Table when to start the game clock for the twenty minutes before the game starts.
- Provide information to the referees if he is requested to do so during or after the game, bearing in mind that the final decision rests with the referees.
- Deliver immediately to the TTC any claim or protest received from one of the parties involved adding any information that may be relevant.
E45.9 Transfer, resignation and dismissal
E45.9.1 Any game commissioner who leaves his country of origin for business or other purposes keeps his title of IWBF game commissioner. However, in order to remain an active game commissioner and to have the approval of IWBF for his transfer, he must become a member of his new NOWB after obtaining the permission of his former NOWB or he must remain supported by his “former” NOWB.
E45.9.2 The IWBF Secretary General can remove (temporarily or definitively) from the list of game commissioners, any commissioner who has not satisfactorily carried out his task in the spirit of the Official Basketball Rules, the Constitution and the Internal Regulations of IWBF.
