IWBF World Congress Elects Executive Council
The International Wheelchair Basketball Federation held their World Congress today and among other things elected the Executive Council members who will serve for the next four years.
Re-elected as President is Mrs. Maureen Orchard of Canada. Mrs. Orchard will be joined by the following returning Executive Council members; Mr. Steve Spilka, Great Britain Treasurer, Mr. Ron Coppenrath, the Netherlands Competition Commission President; Mr. Norbert Kucera, Germany, President Technical Commission; Mr. Don Perriman, Australia, President Player Classification Commission; Mr. Jan Berteling, the Netherlands, President of the Commission for Legal Matters and Eligibility, and Members-at-large Mr. Ricardo Moreno, Spain and Mr. Mario Fahrasmane, France. Elected for the first time is Mr. Ulf Mehrens, Germany as Vice-President.
Mrs. Orchard thanked the delegates for the confidence they showed in her by re-electing her for a further four years. She assured them that the next four years will be exciting years as IWBF moves to separate World Championships for men and women with the announcement of the 2014 hosts. Goyang City, South Korea will host the men and Toronto, Canada will host the women. Canada will also host the first U25 Women’s World Championship in St. Cathanines, Ontario July 14 – 24, 2011.
The Congress welcomed new members Belarus, Honduras and Nigeria to the IWBF. The delegates approved the new rules which will go into effect October 1, 2010 and approved the introduction of 3 on 3 as a division of IWBF. Orchard told the Congress that IWBF believes that 3 on 3 will give new opportunities to small nations as well as women to get involved in wheelchair basketball.
The meeting heard remarks from Bob Elphinston, President of the International Basketball Federation, who remarked on the excellent relationship between FIBA and IWBF.
Orchard thanked out going Vice-President Greg Love for his contribution and reminded the delegates that he will continue to be involved in his role as Secretary General of Asia Oceania.

Section D - NOWBs

 

NOTE: This Regulation gives effect to the application of Article 4 of the Constitution

D1 Applications for membership

D1.1 To become a member of IWBF, an NOWB must submit an application for membership to the Secretary General.

D1.2 The applicant NOWB must submit also a copy of its own statutes and regulations, and details of its internal organisation and the facilities for playing Wheelchair Basketball in its country.

D1.3 An application for membership shall contain an undertaking by the applicant NOWB to: a) conform at all times with the Constitution, Internal Regulations and decisions of IWBF and of the Zone to which it is assigned. b) observe the Official Wheelchair Basketball Rules of IWBF; and c) alter its statutes and regulations as required by IWBF.

D1.4 Once all the documentation is received the Secretary General shall submit the application including the supporting documentation, to the Executive Council for their decision.

 

D2 Associated Members

D2.1 A national federation which has not paid its fees or arrears for a period of three (3) years shall lose automatically its rights as an affiliated member of IWBF and become an associated member. The Executive Council and Zones must be informed.

D2.2 As soon as a member becomes associated, it cannot register its national ITOs for IWBF Clinics and it cannot pay the annual fees for its ITOs.

D2.3 To become a full member of IWBF with all member rights again, an associated member must:

a) Settle all arrears to IWBF owing at the date it became associated.

b) Pay (or have paid) the annual membership fee due in the meantime to IWBF and IWBF Zones.

c) Be subject again and with immediate effect to the progressive category fee it was paying before it became associated, if this is still justified (which will be decided by the Executive Council).

d) Register again its IWBF active ITOs immediately.

e) Register its ITOs for the various IWBF Clinics.

 

D2.4 If a Zone allows an associated NOWB to participate in an official international competition, this NOWB shall be reinstated with full rights as a member of IWBF. The respective Zone shall be liable for an associated NOWB’s debts with IWBF as soon as it allows that NOWB to participate in an official competition of the Zone.

 

D3 Suspended member.

D3.1 A suspended national federation has the same rights as an associated member in terms of Article D.2.

 

D4 Annual and progressive membership fees.

D4.1 Progressive fees are payable by each NOWB and shall be paid by 31st January each year. An NOWB becoming a member of IWBF for the first time shall pay a new member federation fee. (See P4).

D4.2 For purposes of assessment of progressive fees which are set out in P4, the member national federations are divided into the following categories:

D4.2.1 Category "A"

Australia, Brazil, Canada, Egypt, France, Germany, Great Britain, Iran, Israel, Italy, Japan, Korea, Mexico, The Netherlands, South Africa, Spain, Sweden, U.S.A.

D4.2.2 Category "B"

Algeria, Argentina, Austria, Belgium, Bosnia & Herzegovina, Czech Republic, China, People’s Republic of, Finland, Poland, Russia, Slovenia, Switzerland, Turkey.

 

D4.2.3 Category "C"

Bahrain, , Chinese Taipei, Colombia, Croatia, Denmark, Greece, Iraq, Ireland, Jordan, Kenya, Kuwait, Latvia, Lebanon, Lithuania, Malaysia, Morocco, New Zealand, Oman, Palestine, Portugal, Saudi Arabia, Serbia, Slovak Republic, Syria, Thailand, U.A.E., Ukraine, Uruguay, Venezuela

 

D4.2.4 Category "D"

Cameroon, Chile, Costa Rica, Cuba, Ecuador, El Salvador, Eritrea, Gabon, Guatemala, India, Jamaica, Mauritius, Nigeria, Panama, Peru, Philippines, Puerto Rico, Qatar, Singapore, Sudan, Zimbabwe

D4.2.5 Category “E”
