F1 Status of the Player Classification Commission
F1.1 The Player Classification Commission is a standing commission of IWBF.
F2 Duties and Responsibilities of the Player Classification Commission:
F2.1 The Player Classification Commission shall:
F2.2 Draft the text of the Official Player Classification Manual.
F2.3 Provide official interpretations to the regulations governing the classification of players and rule on doubtful cases or cases not clearly covered by the rules themselves.
F2.4 Serve as the competent authority on all questions dealing with the practical application of the Official Player Classification Manual.
F2.5 Ensure the proper training of student classifiers and examiners, including the preparation and conduct of clinics for classifiers and examiners.
F2.6 Conduct a system of evaluating and testing candidates, under the supervision of IWBF, for international certification as classifiers for wheelchair basketball.
F2.7 Provide the Secretary General with the names of individuals approved as student classifiers as requested.
F2.8 Provide the Secretary General with the list of individuals achieving the standards and eligible to be licensed by IWBF.
F2.9 Provide the Secretary General with an annual report containing a list of the IWBF international classifiers.
F2.10 Ensure the proper procedures for the classification of players at the main official world competitions of IWBF.
F2.11 Provide the Secretary General with the list of players who have been classified, including their name, ID Number, country and classification, at the conclusion of each competition.
F2.12 Advise the Secretary General of the nominees to serve as classifiers for the main official world competitions of IWBF except those competitions that come under the jurisdiction of the Zones of IWBF.
F2.13 Consult with the zones on the assignments of the classifiers for the qualification tournaments of the main official world competitions of IWBF.
F2.14 Assist the Zones and the NOWBs in the training and licensing of classifiers.
F2.15 Oversee the work of the Player Classification Appeals Panel.
F3 Structure
F3.1 The Player Classification Commission shall be made up of:
F3.2 The President elected by the NOWBs at the World Congress.
F3.3 3 – 6 additional individuals appointed by the President of the Player Classification Commission, in consultation with the President and the Secretary General of IWBF, and ratified by the Executive Council.  The members will be drawn from any aspect of wheelchair basketball but a normal distribution would include international wheelchair basketball players, coaches, physiotherapists, medical doctors, and other capable people.
F3.4 The President and the Secretary General of IWBF who are ex officio members of all commissions of IWBF.
F3.5 Membership is strictly personal and representation by proxy is not permitted.
F3.6 Membership shall expire at the next ordinary session of the World Congress.
F3.7 The Player Classification Commission of IWBF shall meet whenever necessary, but at least once every two years, at the invitation of the President of the Commission, in consultation with the Secretary General.
F3.8 Members of the Player Classification Commission who do not take an active part in the work of the Commission may be replaced at the request of the President of the Commission and the approval of the Executive Council.
F3.9 The President of the Player Classification Commission shall also be an ex officio member of each Zone committee with the same task.
F3.10 The Player Classification Commission may appoint sub-committees as necessary.
F3.11 The President of the Commission is an ex officio member of all sub•committees of the Commission.
F4 Regulations Governing the Classification of Players
Eligibility
F4.1 In order to be eligible to play in IWBF sanctioned wheelchair basketball tournaments a player must meet certain eligibility standards regarding their disability. IWBF requires that a player have at least a “minimal disability” to be eligible to play in IWBF sanctioned tournaments:
F4.2 For acceptance in IWBF a wheelchair basketball player must meet the following criteria:

- A wheelchair basketball player is unable to run, pivot or jump at a speed and with the control, safety, stability and endurance of an able-bodied player.
- A wheelchair basketball player has a permanent physical disability in the lower limb(s) which can be objectively verified by acknowledged medical and/or paramedical investigations such as measurement, x-ray, CT, MRI, etc.
- For the purpose of IWBF Classification, degrees of pain are not considered as measurable and permanent disabilities.

F4.3 The valid player classifications in the IWBF are 1.0, 1.5, 2.0, 2.5, 3.0, 3.5, 4.0 and 4.5. A player is assigned a class based on the observations of the classifiers in accordance with the principles contained in the Official Player Classification Manual.
F4.4 A player must be able to demonstrate the reason for his proposed classification. In some cases this may require written documentation detailing the nature, evolution, stability and prognosis of the physical impairment, with specific reference as to how the impairment affects movement, motor control and function.
F4.5 Minimal Disability Registration Process
F4.5.1 NOWBs wishing to register a new player under the Minimal Disability Regulation as defined in the Official Player Classification Manual must submit full details with the rationale why they believe the player is eligible under the Minimal Disability Regulation along with an administrative fee as set out in P4.
F4.5.2 In principle it can take the Player Classification Commission up to 6 months to render a decision on the eligibility of the player including possible reviews.
F4.5.3 Any player applying under the Minimal Disability Regulation who wishes to register for a tournament played under the IWBF Player Classification System must have received confirmation of eligibility a minimum of one month before the start of the tournament for the registration to be accepted. Therefore, NOWBs are encouraged to provide all supportive documentation to the Secretary General of IWBF a minimum of 7 months prior to the start of any tournament in which the new player wishes to participate.
F4.5.4 An NOWB will not be permitted to register a player for a tournament played under IWBF Player Classification regulations until the MD classification has been confirmed.
F4.5.5 Upon request from the IWBF, a wheelchair basketball player must be able to provide to the Classification Commission documentary evidence, such as medical, paramedical or medico-legal reports, and/or investigation results, which clearly describe the nature and history of their disability and justifies the player’s eligibility to play wheelchair basketball.
F4.5.6 All documentation must be provided in English, as this is the official language of the IWBF. Any documents which are translated into English must have copies of the originals and certification of legally sworn accurate translation.
F4.5.7 The Classification Commission must be satisfied that players applying for inclusion under the minimal disability regulations have made genuine attempts, by way of rehabilitation and/or surgical intervention, to return to sport following an injury, and that this has been unsuccessful in the past and is not a viable option for the future athletic career of the player concerned.
F4.5.8 The Classification Commission may request an assessment of a players’ condition by person or persons appointed by the Commission in order to establish that the player fulfils the criteria for inclusion in IWBF competitions. Any players wishing to be included in IWBF competitions must accede to this request.
F4.5.9 Any costs associated with all aspects of establishing a player’s eligibility, including but not limited to translations, personal assessment and investigative procedures are the responsibility of the NOWB making the application.
F4.5.10 If an applicant is deemed ineligible to play wheelchair basketball under the auspices of the IWBF, the IWBF is not questioning that the applicant may have a genuine disability, which limits them in a functional manner. The IWBF is only ruling on the eligibility of the applicant to play wheelchair basketball under IWBF jurisdiction.
F4.5.11 A player who has only the minimal disability, and is deemed eligible to play at IWBF events, will be classified as 4.5 points.
F4.5.12 The NOWB will be notified no later than 3 months after receipt of the application of the decision of the Player Classification Commission on the request for eligibility for the player under the Minimal Disability Regulation.
F4.5.13 An NOWB who wishes to appeal the decision of the MD panel must do so within 30 days of receipt of the decision.
F5 Classification Cards
F5.1 Player classification cards will be issued to all players who have been observed by a Tournament Player Classification Panel and assigned a classification upon payment of the fee for new players (P4).
F5.2 To be valid, player classification cards must be issued by IWBF and must bear the initials of the international classifiers who granted them, the IWBF ID number of the player and the player’s playing installation marked on the skeletal drawing.
F5.3 Player classification cards are only valid when laminated and accompanied by the IWBF ID card bearing the picture of the player.
F5.4 All players must be in possession of a valid IWBF Classification Card and Player ID Card to be registered on the match scoresheet.
F6 Procedures For Classifying International Players
F6.1 The classification of players can take place at any event where:
F6.1.1 The tournament meets the requirements outlined by IWBF and is sanctioned by IWBF, and
F6.1.2 The Player Classification Commission has approved a Tournament Player Classification Panel.
F6.2 NOWBs wishing to register new players, other than those proposed under the Minimal Disability Regulation, and players wishing to change their wheelchair installation must signify this on the Team Registration form submitted for the tournament to the relevant Secretary General one month prior to the start of the tournament.
F6.2.1 The form must contain the proposed classification of all players.
F6.2.2 The form must be certified by an IWBF licensed classifier as a true record.
F6.3 The tournament organizers will receive the Tournament Player Classification Panel 3 days prior to the start of the first day of competition.
F6.4 Tournament organisers must designate one full training session for each competing team, prior to the commencement of the competition, as a classification training session. All players must come for observation and consultation during their designated classification training session in order to:
F6.4.1 Meet with the Tournament Player Classification Panel, register their playing situation and verify their chair installation.
F6.4.2 In the case of a lost card, to issue a new card after confirmation that there are no changes being requested.
F6.4.3 Allow the Classification Panel to evaluate and verify all players’ classification.
F6.5 Any new players and players in possession of a valid classification card who are requesting a change of playing installation must:
F6.5.1 Be viewed by the Tournament Player Classification Panel during their team classification training session.
F6.5.2 Meet with the classifiers during the classification session to consider their classification and discuss the decision being recommended for their placement in a class.
F6.5.3 Undergo, only if required, a medical and biomechanical analysis by medical or agreed paramedical examiners (and translator if necessary).
F6.5.4 Have further discussions with the Tournament Player Classification Panel where new information gathered during the classification session or the analysis gives clarification to their classification.
F6.6 At the end of the classification training session all players will be issued with a Player Classification Card and, if necessary, an IWBF ID Card.
F6.7 All new players and existing players that have changed their playing installation will be observed by the Tournament Player Classification Panel during all games of the tournament.
F6.8 The classification of new players and existing players that have changed their playing installation as shown on their existing card will be subject to possible amendment following sufficient observation of the player during match situations. New players and existing players that have changed their playing installation may have their classification confirmed or changed at the end of each game in which he plays until the end of the preliminary round matches, or at the end of the tournament.
F6.9 If, during a tournament the player classification panel identifies that there is a significant alteration in any players functional capacity they may re•evaluate the classification of the player. If the panel is unanimous that the player’s classification should change, the panel may take this action at the end of the tournament. This action is exceptional and would normally only be taken at the tournament that follows the tournament at which the player was classified or at which the player changed his/her playing installation. The decision must also be included in the report of the chairperson of the Tournament Player Classification Panel, to be forwarded to the respective NOWB.
F6.10 Reviews of a player's classification are subject to the conditions of Article F6.7.
F7 Procedure for Requesting a Review Of Classification
F7.1 Requests for a review by an NOWB of the international classification of one of their own players who is already on the IWBF player classification list must follow this procedure:
F7.2 All requests for a review of classification made prior to the start of a tournament must be submitted to the Secretary General of IWBF who after consultation with the President of the Classification Commission will provide it to the Secretary General of the relevant Zone if the event is a Qualification Tournament or Zonal Tournament or to the Tournament Player Classification Panel if the event is a World Championship or Paralympic Games. The fee as directed in Article P must accompany the notice of request and will be returned if the request is successful.
F7.3 The request must be received by the Secretary General of IWBF at least one month prior to the start of a tournament (that has been approved under Article F6.10.3) at which the player will be playing.
F7.4 The request will be considered at the same time and using the same procedure as for new players.
F7.5 Any player requesting a review is subject to his classification being changed during the tournament.
F7.6 Requests for review of classification by an NOWB for one of their own players who is a new player or who has changed his playing installation prior to the start of the tournament must follow this procedure:
F7.6.1 The request must be lodged during the tournament, prior to the end of the preliminary rounds, with the chairperson of the Tournament Player Classification Panel and with the payment of the fee (P4).
F7.6.2 Any player being reviewed under F6.7.3 is subject to his classification being changed during the tournament.
F7.6.3 If the player under review does not play a sufficient amount of time during the tournament for a decision to be made then the fee will be returned to the appealing NOWB, and the player’s original classification shall stand.
F7.7 Requests by an NOWB for the review of the international classification of a player from another nation must follow this procedure:
F7.7.1 The request must be lodged during a tournament (that has been approved under E) with the chairperson of the Tournament Player Classification Panel and with the payment of a non-refundable fee (P4).
F7.7.2 All such requests will be resolved during the tournament for implementation at the end of the tournament.
F7.7.3 If the player under review does not play a sufficient amount of time during the tournament for a decision to be made then the fee is returned to the appealing NOWB, and the player’s original classification shall stand.
F7.8 A copy of the request for review notice will be given to the team manager of the team of the player under review.
F8 Player Evaluation Process
F8.1 In the case of an evaluation concerning a player participating in a tournament:
F8.1.1 At the start of the tournament the Chairperson of the Tournament Player Classification Panel will appoint 2 panels from amongst the appointed classifiers.
F8.1.2 Each player being considered will be classified by one of the panels independent of the other panel. The first panel classifying the players shall be considered the original panel and the second panel shall be considered the review panel.
F8.1.3 In the instance of a request for review of the decision of the original panel by a player during the tournament, the Chairperson will instruct the second panel to review the player and render a decision.
F8.1.4 Decisions taken by the original panel of the Tournament Player Classification Panel will have immediate effect i.e. before the start of the player’s next match, excepting reviews under F6.7.3 and remain in effect pending the decision of the Review Panel. The decision of the Review Panel will be binding for the remainder of the tournament.
F8.2 In the case of a player appealing a decision of the Player Classification Commission regarding their eligibility under the Minimal Disability Regulation:
F8.2.1 In order to appeal, an NOWB must lodge with the Secretary General of IWBF three full sets of documentation on why such an individual should be included, composed of medical evidence and any other material or information considered relevant to the case.
F8.2.2 An Appeal Fee as set out in P4 must accompany the Appeal documentation, which will be returned in the event of a successful appeal.
F8.2.3 Appeals are subject to the same conditions as those outlined in M of the Regulations on Disciplinary Sanctions and Penalties.
F8.2.4 A player may not reapply for consideration under the Minimal Disability Regulation for a period of one year after the decision has been rendered unless they can demonstrate there has been a significant change in their condition. The reapplication must be accompanied by a non-refundable fee (P4).
F9 Procedure For Review Of A Player’s Classification Outside Of A Tournament
F9.1 A player who has an IWBF International Classification may request a review for change of classification when not competing at a main official IWBF tournament, by the following process.
F9.22 For Change at the Zone level only:
F9.2.1 The player through their NOWB or the NOWB of the team they are playing for if it is different shall forward a request for classification review to the Secretary General of the Zone they wish the change to be valid for. The Secretary General of the Zone will inform the Secretary General of IWBF and the President of the Player Classification Commission.
F9.2.2 The request must detail the rationale for review and the proposed new class, and be accompanied by supportive documentation from an IWBF International Classifier.
F9.2.3 The Zone Classification Officer shall assign two (2) IWBF classifiers, at least one of who must hold an IWBF International Licence (the other may be a Zone classifier), to review the player and make recommendation regarding the players classification.
F9.2.4 This review may not necessarily take place at a tournament, but must involve observing the player in a game situation.
F9.2.5 Classifiers may use separate events to make their decision.
F9.2.6 If there is a change to the player’s classification, the new class shall only be valid within the Zone in which the player was reviewed and is not valid for main official tournaments of IWBF.
F9.2.7 Any additional costs to the Zone are the responsibility of the player or NOWB requesting the review.
F9.3 For Changes to the International Classification Card:
F9.3.1 The player through their NOWB or the NOWB of the team they are playing for if it is different shall forward a request for classification review to the Secretary General of IWBF. The Secretary General of IWBF will inform the President of the Player Classification Commission and the Secretary General of the Zone that the player is currently playing in.
F9.3.2 If the request is not from the NOWB of the player then the IWBF will inform the player’s NOWB of the request.
F9.3.3 The Secretary General of IWBF in cooperation with the Secretary General of the Zone that the player is in and the President of the Player Classification Commission shall determine if it is possible to convene a panel of three IWBF International Licensed Classifiers to perform the review.
F9.3.4 All costs for the review panel shall be at the expense of the NOWB making the request. Whenever possible IWBF will work with the Zone to minimize the costs.
F9.3.5 If there is agreement with all three classifiers that the player’s classification should change then this change shall be recommended to the Secretary General of IWBF who shall seek approval from the President of the Player Classification Commission.
F9.3.6 The decision of the President of the Player Classification Commission shall have immediate effect and shall be final.
F9.3.7 If the review is not successful further requests for review of the players International Classification will only be considered at a main official tournament of IWBF.
F9.3.8 For all other IWBF tournaments the player shall retain his original classification until such time as they are reviewed by a complete IWBF Tournament Player Classification Panel.
F10 Regulations Governing International Classifiers
General Provisions
F10.1 Each NOWB affiliated to IWBF has the right to nominate candidates for Certification from amongst its national classifiers. There are two levels of IWBF certification - Zone and International.
F10.2 In order to be accepted as a candidate for the Zone Classifier or International Classifier level, individuals must be proposed officially by their NOWB and fulfill the following obligations:
F10.3 IWBF system of Certification of Zone Classifiers
F10.3.1 Be involved in wheelchair basketball in their country, be motivated and in particular have observed and followed a great number of matches. It is recommended that students proposed for examination have a minimum of 2 years experience in classifying at the national level.
F10.3.2 Understand the principles of the IWBF Player Classification System and be familiar with the Official Player Classification Manual. They must have studied with an International classifier who must certify their competence at the relevant level
F10.3.3 Be able to demonstrate an understanding of the manner in which wheelchair basketball is played.
F10.4 Candidates must attend a Classification course organised for the purpose of training IWBF classifiers. The course will be under the direction of International Classifier Examiners and will include:
F10.4.1 Theory sessions where the IWBF Player Classification System will be detailed and discussed.
F10.4.2 Practical sessions where the candidates will have an opportunity to review players during practise and game situations with the Course Tutors.
F10.4.3 Individual sessions with the Course Tutors where candidates will have an opportunity to view players during a game situation and discuss their evaluation of the player’s class with the Course Tutor.
F10.4.4 An examination where the candidate will be required to review and assign a classification to players. The candidate will be required to score within set parameters to pass at each level.
F10.4.5 A verbal review with a Course Tutor where the candidate will be required to explain the rationale for the class given to players chosen at random from their examination paper.
F10.5 The Chief Examiner will inform the student of the results of their test. Students who pass will be accorded the appropriate level of certification, and be eligible to progress to the next level if relevant.
F10.6 Candidates for Zone and International Classification certification may attend the same course.
Note: In exceptional cases, where a candidate has been actively classifying for their NOWB for a period of three years and can demonstrate a high knowledge of the game of wheelchair basketball and the Player Classification System of IWBF, the President of the Player Classification Commission may, on the recommendation of an IWBF International Classifier, agree to allow the candidate to test for the International License without having completed the examination for the Zone License.
F10.7 IWBF system of Certification of International Classifiers:
F10.7.1 Candidates for their International License must have previously completed their Zone level certification to be considered for International Level.
F10.7.2 English is the official language of IWBF. IWBF Classifiers must be able to communicate with the members of the classification panel, the athlete and the athlete’s team staff in English.
F10.7.3 Candidates for the International License must have a minimum of one year experience after receiving their Zone License and have continued to classify players in their own country and/or Zone before applying for certification at the International level.
F10.7.4 The proposing NOWB must ensure that the candidate has been actively classifying wheelchair basketball players during this period.
F10.7.5 Candidates must pass a theoretical and practical examination. Only the official texts and examinations established by the Player Classification Commission of IWBF are valid.
F10.8 The candidate’s NOWB must forward an application form along with the fee as set out in P4 to the Secretary General of IWBF or the Secretary General of the Zone in which the examination is occurring four weeks before the date set before the date set for the Candidate clinic. In exceptional circumstances the Secretary General of the Zone may in consultation with the Classification Officer of the Zone accept an application for a candidate up until the start of the clinic. The fee as set out in P4 or the equivalent in a currency specified by the Zone must accompany the form or be presented at the clinic with the approval of the Zone. This fee must be paid for each examination, Zone and International.
F10.9 The NOWB of candidates who are accepted will receive notice of selection for examination as soon as possible after the receipt of the application. It is the responsibility of the NOWB of the candidate to inform the candidate of their acceptance and to make all arrangements for the candidate to attend the clinic. The NOWB is responsible for all candidate expenses including transportation, accommodation, meals and fees.
F10.10 Examiners are appointed by the Player Classification Commission. The Player Classification Commission is responsible for training the persons named as classification examiners. The Player Classification Commission will maintain a world listing of these individuals. The Zones must choose the examiners for their clinics from this list. The Player Classification Commission supplies the examiners with the appropriate examination criteria and procedures.
F10.11 Where a Zone does not have sufficient examiners to conduct an examination they must apply to the IWBF Secretariat who will consult with the President of the Player Classification Commission for a name to be proposed to the Zone. The Secretariat will consult with the Zone but will have the final authority to appoint the necessary examiners keeping in mind the costs. The Secretariat will make the contact with the proposed examiner to confirm acceptance. The Secretariat will confirm the appointment with the Zone hosting the clinic, the examiner, his NOWB and his Zone. The Zone hosting the clinic is responsible for all further contacts with the examiner.
F10.12 Zones are authorised to conduct examinations of candidates. They must comply with the regulations stated in this section. As much as possible examiners should not be from the same country as the candidate(s).
F10.13 The Classification Examiner at the clinic sends the list of candidates and the results of their examination, along with two passport photographs of the candidate and a photocopy of the candidate’s passport details, immediately to the Secretary General of the Zone in which the examination took place with a copy to the President of the Player Classification Commission. If successful, the Zone or International classifiers license will be issued by the Secretary General of the Zone and sent to the new classifier with a copy to the NOWB. The Secretary General of the Zone will forward a copy to the Secretary General of IWBF.
F10.14 Generally, the Secretary General of IWBF and the Secretaries General of the Zones shall communicate with the international classifiers only through their respective NOWB with the exception that the Secretary General of IWBF and the Secretaries General of the Zones may contact a classifier directly to issue an invitation to act as classification panel member. They will inform the NOWB of the classifier of this appointment.
F10.15 An NOWB may have an unlimited number of international classifiers.
F10.16 Candidates who do not pass their examination will not be entitled to participate in a new candidate clinic or take the examination again until twelve (12) months after the last attempt.
F11 License
F11.1 The international classifiers license is valid for one year. It will be renewed annually upon payment of the annual fee until the classifier no longer meets the quality set by IWBF or its Zones.
F11.2 A classifier must remain active in his/her own country in order to remain practiced in the art of player classification. National declarations for new players or changes of playing installation for existing players will be used by the Player Classification Commission in order to assess an international classifier’s ongoing knowledge.
F11.3 International classifiers are required to attend at least once every four years a recertification course established for the purpose of ensuring their competency in administering the player classification system. This course may be done at the Zone level at a major tournament or at a course established for the purpose of recertification.
F11.4 IWBF Executive Council upon recommendation of the Player Classification Commission may decide upon the revocation of a classifier’s license.
F12 Fees
F12.1 See P4 for Fees for Player Classification.
F13 Selection of Classifiers
F13.1 NOWBs are required to provide a list of all their available, active internationally licensed classifiers to the Secretary General of IWBF along with the fees, no later than January 1st of each year. The Secretary General of IWBF will forward the lists to the Secretary General of the relevant Zone by January 31st of each year.
F13.2 The NOWB agrees that any classifier named on the list and for whom they have paid the fee is eligible to be contacted by the Secretariat for an international appointment.
F13.3 NOWB’s are responsible for informing the Secretariat if they wish to have a classifiers’ name removed from the list of classifiers that are eligible for international assignments.
F13.4 The Secretariat shall inform the NOWB of the appointment.
F13.5 The Player Classification Panel shall be appointed by IWBF, upon recommendation of the Player Classification Commission if the event is a World Championship or Paralympic Games or the competent body of the relevant Zone if the event is Qualification Tournament or Zone Tournament 4 months in advance of the start of the tournament.
F13.6 Where a Zone does not have sufficient available licensed classifiers to conduct a tournament they must apply to the IWBF Secretariat who will consult with the President of the Player Classification Commission for a name to be proposed to the Zone. The Secretariat will consult with the Zone but will have the final authority to appoint the necessary international classifiers keeping in mind the costs. The Secretariat will make the contact with the proposed classifier to confirm acceptance. The Secretariat will confirm the appointment with the Zone hosting the clinic, the classifier, his NOWB and his Zone. The Zone hosting the tournament is responsible for all further contact with the classifier.
F13.7 The relevant Secretary General shall inform nominated classifiers at least 3 months prior to the start of the tournament with a copy going to their NOWB.
F13.8 The Organizing Committee of the competition shall provide the classifiers who are selected with the following details:
- Date of arrival,
- Address of the organizing committee, telephone no., map etc.
- Accommodation, meals, transportation to gymnasia, etc.
- Competition programme,
- Date of departure.
F13.9 Once a nominated classifier has accepted the appointment withdrawal from a tournament may result in a penalty being assessed to the individual. Where withdrawal is necessary, the nominated classifier must inform the relevant Secretary General, as soon as possible along with the reason for the withdrawal. The Secretary General involved will then determine if a penalty should be assessed and inform the individual of the decision. If a penalty is assessed the individual will have the right to appeal the decision in accordance with the appeal process of IWBF
F13.10 IWBF is responsible for the travel arrangements and costs for the classifier. It will be responsible to communicate this information to the classifier and the LOC.
F14 Regulations Governing The Conduct Of International Classifiers
F14.1 A classifier may not hold any other position during a tournament when he/she is a member of the Tournament Player Classification Panel.
F14.2 A classifier will be designated to be present at the scorer's table 40 minutes (or as required) prior to the start of the match in order to assist the commissioners or the referees when a commissioner is not present during the player line-up to verify a player's wheelchair installation and remain at the table during the match to oversee the substitutions.
F14.3 A classifier will abide by the Code of Ethics of IWBF and the Player Classification Commission. (Appendix 1)
F15 Administration
F15.1 At the conclusion of a tournament where classifications have taken place, the chairperson of the Tournament Player Classification Panel shall submit a report to the Secretary General of IWBF if the event is a World Championship or Paralympic Games or to the Secretary General of the relevant Zone if the event is Qualification Tournament or Zonal Tournament who shall copy it to the President of the Player Classification Commission. The report should include:
F15.1.1 A list of the classifiers at the tournament and comments on their competence.
F15.1.2 A list of the players who were classified at the tournament and the decisions taken by the Tournament Player Classification Panel. Â This includes photocopies (front and back) of the newly issued IWBF ID and classification cards. Special attention must be paid to new players, players with a changed playing installation and protested players.
F15.1.3 A financial report on the tournament.
F15.1.4 The results of the examination of any students and their status.
F15.1.5 Any other items of consequence to IWBF.
