IWBF World Congress Elects Executive Council
The International Wheelchair Basketball Federation held their World Congress today and among other things elected the Executive Council members who will serve for the next four years.
Re-elected as President is Mrs. Maureen Orchard of Canada. Mrs. Orchard will be joined by the following returning Executive Council members; Mr. Steve Spilka, Great Britain Treasurer, Mr. Ron Coppenrath, the Netherlands Competition Commission President; Mr. Norbert Kucera, Germany, President Technical Commission; Mr. Don Perriman, Australia, President Player Classification Commission; Mr. Jan Berteling, the Netherlands, President of the Commission for Legal Matters and Eligibility, and Members-at-large Mr. Ricardo Moreno, Spain and Mr. Mario Fahrasmane, France. Elected for the first time is Mr. Ulf Mehrens, Germany as Vice-President.
Mrs. Orchard thanked the delegates for the confidence they showed in her by re-electing her for a further four years. She assured them that the next four years will be exciting years as IWBF moves to separate World Championships for men and women with the announcement of the 2014 hosts. Goyang City, South Korea will host the men and Toronto, Canada will host the women. Canada will also host the first U25 Women’s World Championship in St. Cathanines, Ontario July 14 – 24, 2011.
The Congress welcomed new members Belarus, Honduras and Nigeria to the IWBF. The delegates approved the new rules which will go into effect October 1, 2010 and approved the introduction of 3 on 3 as a division of IWBF. Orchard told the Congress that IWBF believes that 3 on 3 will give new opportunities to small nations as well as women to get involved in wheelchair basketball.
The meeting heard remarks from Bob Elphinston, President of the International Basketball Federation, who remarked on the excellent relationship between FIBA and IWBF.
Orchard thanked out going Vice-President Greg Love for his contribution and reminded the delegates that he will continue to be involved in his role as Secretary General of Asia Oceania.

Section B - Definitions

 

B1 Definitions

The definitions set out hereunder apply throughout these Internal Regulations unless a more specific definition is given in or by the text of an individual section or paragraph. These definitions do not include various technical terms included in the Doping Control Regulations (Section K) – these are defined in the WADA Code

Age limit The age before which an international transfer is not permitted.

Age of Players An age limit is established for all players of teams participating in the IWBF competitions for young categories. The following age group is established:

U-23 22 years or under

Appeals Committee The Appeals Committee established under art. 26 of the Constitution.

Classifier A specially qualified official appointed to control the classification of players for the game of Wheelchair Basketball.

Classifier Candidate Examiners Individuals approved to test classification candidates.

CLME The Commission for Legal Matters and Eligibility, established under Article 23 of the IWBF Constitution.

Club of Origin The club or other organisation by which a player is/was licensed at his 18th birthday.

Coach A person who prepares a team for, and/or directs the team in, competition, and may be licensed by a National Federation (included as a Player in certain Regulations). [Also separately defined in WADA Code]

Code of Ethics The code which governs the actions of all who are involved in Wheelchair Basketball.

Commission A Commission established for a specific task under the relevant provisions of the IWBF Constitution.

Committee A Committee established for a specific task by the Executive Council or by the IWBF Constitution.

CompetitionsCommission The Competitions Commission established under Article 22 of the IWBF Constitution.

Congress The supreme world-wide authority of IWBF as defined in Article 6 of the Constitution.

Country A geographical territory within which an independent National Organisation governing Wheelchair Basketball recognised by IWBF exists.

Delegate A person or officeholder authorised formally to exercise specified power/s of another person or officeholder.

Disciplinary Panel The Panel established under L6 of the Internal Regulations which adjudicates at the world level on sanctions against participants.

Doping control The process of testing for breaches of IWBF’s anti-doping regulations

Eligibility The status of a player in being eligible to represent an NOWB in the official competitions of IWBF

Executive Council Means the Executive Council of IWBF as defined in Article 11 of the Constitution.

Foreign player A player who does not have the legal nationality of the NOWB by which he is currently licensed.

Forum The two days before the Congress which are set aside for discussions among the wheelchair basketball community.

Game Commissioner The person who presides over table personnel at official competitions of IWBF.

Gender These regulations apply equally to both genders, and all references in this text to male players (he, his, and him) shall be considered to apply also to female players and shall be read accordingly.

International Technical Officer (ITO) A referee, a referee supervisor, a classifier, a game commissioner, a member of the TTC and the IWBF supervising doctor for doping control may be singularly or collectively referred to as an ITO or the ITOs.

IWBF The President of IWBF, or his delegate, except where it is specifically indicated to the contrary

IWBF Identity Card The personal document that officially substantiates the date of birth, nationality, classification and sex of its bearer.

IWBF Nationality A concept for those players whose national status is not covered by the Internal Regulations of IWBF

IWBF Official A member of the Executive Council, Secretariat, Commission, Committee, Disciplinary Panel, or any other person appointed in an official capacity by IWBF

Jury of appeal The body which deals with appeals from decisions of the Tournament Technical Committee at official competitions of IWBF.

Legal Nationality A player may have one or more legal nationalities, according to the law of the countries concerned.

Letter of clearance The document which authorises the transfer of a player from one national federation to another.
License The necessary authorisation given by a national federation to a player to allow him to play Wheelchair Basketball for a club which is a member of that national federation.

Local Organising Committee (LOC) The Committee charged with the successful organisation and execution of a main official competition of IWBF.

Medical Committee The IWBF Medical Committee established under article 25 of the Constitution

Minimal Disability In order to play wheelchair basketball under the auspices of IWBF, a player must be unable to run, pivot or jump at a speed and with the control, safety, stability and endurance of an able-bodied player and he must have a permanent physical disability in the lower limb/s which can be objectively verified by acknowledges medical and/or paramedical investigations such as measurement, x-ray, CT, MRI, etc.

NOWB A National Organisation governing Wheelchair Basketball, admitted to membership of IWBF in accordance with article 4 of the Constitution of IWBF.

Player A person who participates in the competitions of Wheelchair Basketball. The term may include coaches also in certain Regulations. [Also defined separately in the WADA Code].

Player Classification Commission The Player Classification Commission established under Article 21 of the Constitution of IWBF.

Player Consultants Current or former wheelchair basketball players who act as consultants to Referee Examiners during referee candidate courses.

Player Support Official Any coach, trainer, manager, team staff member, medical or paramedical person working with or treating athletes participating in or preparing for competition

Referee A specially qualified official appointed to control a game of Wheelchair Basketball

Referee Examiners Individuals approved to conduct referee candidate courses.

Sanction A penalty applied for breach/es of the Constitution and/or these Internal Regulations of IWBF, or those of a NOWB, including sanctions against individuals.

Secretary General The Secretary General of IWBF or his formally authorised delegate.

Supervising Referee A Supervising Referee oversees the work of the referees at a tournament and gives them advise.

Team Allocations The number of spots available at a tournament or the number of spots assigned to a Zone for a Qualification Tournament for a main official competition (E4.1).

Technical Commission The Technical Commission established under Article 20 of the IWBF Constitution.

TTC The Tournament Technical Committee which oversees all technical matters during an official competition of IWBF.

Technical Delegate An appropriately qualified person formally appointed by the President to act on his behalf in technical matters during main and other official competitions of IWBF and at IWBF endorsed events

WADA World Anti-Doping Agency

Young Player A player who has not yet reached his 18th birthday

Zone A continental body established under IWBF Constitution (Article 27) and to which NOWBs are assigned. It exercises authority, delegated by IWBF, in accordance with the Constitution and these Internal Regulations.
